I believe I have figured it out. The Multimedia > Embed blocks allow content creators to either enter the video link or the embed code. When the user enters the video link, Rise is building its own container for the video and then it doesn't play properly in Brightspace's New Content Experience. If the user uses the video's embed code, then the video will play properly in the NCE. If they've kept the Show metadata option enabled, you can tell right away if they used the embed code or the video link. The following image is what the video looks like in Rise if the video link was used (and show metadata was enabled).
