Stefan is spot on. I would add that there are some other authoring tools out there that have a distribution system built in as options similar to LTI that will provide what you need to solve this type of problem.
Also there is a 3rd party tool from Rustic (SCORM.com) - Content Distributor (or might have another name now) that could provide this functionality.
