I have the same issue when I try to import a ppt or a pptx file.
I'm redirected to this page : https://articulate.com/support/article/Articulate-Storyline-360-Failed-to-Import-PowerPoint-Presentation
I aked to our IT but he don't know why it doesn't work and tell me to ask it to the distributor of the licence. Do you think it could help ?
