You have to put in a ticket to have a permission added. I think it is called "online course.download." Then once you have the permission, it will show up on the same page where you reversion or modify a course.
It will allow you to generate a download link like this:

Hi all,
I have a question in regards to report 2.0 for SCORM quizzes.
Ideally, we are trying to create courses/quizzes where the students have to do fill in answers and not multiple choice so we are trying to divert from using Cornerstone's testing system which has been a disappointment. This seems to be a common problem with Cornerstone.
As we try to generate a report using Cornerstone on a SCORM, the report is giving us something that looks like this screenshot attached report 2.0 question). The problem with this is that it does not give us any helpful information when we're trying to grade/analyze the quiz takers.
In this report we see:
- Each slide/question from the SCORM generating its own column per student.
- We do not see how the students did and how each questions are answered individually without having to scroll through each column.
Ideally, we would like to see a report similar to this matrix:

It would be amazing if Cornerstone would provide a report like this. Alas, they do not. What I would recommend is using Power BI to take the report you included in your image and turn it into the example you provided in the table. I'm pretty confident it could do this. If I get some time, I will give it a try.
