Hello there! I understand you wanted to show the feedback on your quiz only after the third attempt.
There isn't a way to set this in Rise. As you mentioned, it's either you show the feedback or not. If you wish to achieve this design, you can try creating your quiz using Storyline 360 and embed it to Rise using a Storyline block.
