Feedback Master Does Not Work

On the feedback master, the Hover state of the 'continue' button is red. On the Feedback slide layer, it is blue.

Thank you for sharing a sample file!
I tested the file to see if I could replicate what you are seeing but I am having a hard time making that happen. After adjusting the Feedback Master button color to red, it remained that way throughout the slide. Even after saving and closing the file, the button color/size/shape remained the same:
Does this still appear to be happening in your courses? If you are able to share a Peek 360 of what you are seeing, that would help out a lot!
