Forced Learning: Setting up Minimum Training Time & Not to Use Other Application

I have the below requirements to meet, and not sure if these are feasible using the authoring tool or LMS.

1. Yes. I think using Javascript to capture the start time and finish time and then calculate the difference between the two would do the trick. If the result is under the requirement then tell the user that. It's a funny requirement though - QA department? ;-)
2. No, this is not possible in Storyline, SCORM or any LMS I've heard of. Suggest they use pen and paper ;-)
