Glitch with Multiple Response block renders it unusable
I've seen other threads regarding this same problem, and posted in them, but have not gotten a response yet. Also, all of those are old threads, and there apparently hasn't been any resolution, yet....
And this is happening for me in Chrome, Edge and Internet Explorer. And has happened for a collaborator, as well.

I just recreated the example as a Multiple Response Knowledge Check block in a Lesson and it works as expected.
Try this: create a brand new course, with one Lesson and a single Multiple Response Knowledge Check block.
