GUIDE: How to Upload Storyline Content to the Web Using Amazon S3
I figured it out (I think - it works now at least!). The new settings for making the bucket public don't match what you have. I went to "edit public access settings" and unchecked them all and now it works.
If I should have left any of these checked please let me know! Thank you!

I am finally circling back to this and while I followed the corrected instructions that Lanie gave above, S3 is telling me that my bucket and all of the files are public, nothing works when I click on the Story.html links. Any ideas? Instead, I get this:

Hi Devlin,
thanks so much for your extremely helpful guide, I just successfully uploaded my courses :).
However I intitially got the same error mssg. as Lanie even though I had unchecked the buttons etc...
What fixed the issue for me was explicitly making my SL folder public under "Actions". Since the interface now looks different from the one you are showing in your tutorial, I thought this info and the attached screenshot might be helpful to people uploading their courses now.
