Has anyone created a scenario in Storyline that looks like 2 colleagues instant messaging and then moved it to RISE?

I'm not sure if you're asking for info on the build in SL or if it can be put in Rise but to answer the latter: 

Yes you can build an interaction in SL, publish it to Review 360 and then in Rise you need to select "interactive" from the blocks menu, scroll to the bottom to find "storyline" then it will ask you to select the file from there (this is the Review 360 published file).

Remember the storyline block does not dynamically resize the content within it so you need to make sure your design works well across all anticipated screen sizes.
