The behavior that you ran into is a limitation of stacking clickable things together, but you can experiment with conditions in your triggers for the words that overlap. You can make use of variables and conditions in your triggers to setup something like this: 

• True/False variable for the word "CLEAR"
• When "CLEAR" hotspot is clicked, "CLEAR" rectangular box will appear and True/False variable for "CLEAR" will be set to true
• You can then add a trigger condition that when a hotspot is clicked, and the True/False variable for the word "CLEAR" is already set to true, then a different rectangular box will appear instead
