Hovering and visited state not working
I wonder if this is happening because your visual change for hover/visited is a transparency adjustment of 50%, so Storyline may be treating the item as invisible? I don't know that for sure, but when I deleted your states and tried adding them back in, but just adjusting the picture brightness or contrast, they worked as expected. But adjusting to modify the transparency didn't work.
What you could do is instead of putting the images on the screen, put shapes on the screen and use the picture as the shape fill. That seems to work if you're looking for slightly transparent. I've updated your file with that method and attached it here!
