How do I specify Photoshop as the image editor in the content libary.

Hi, I am having the same issue as reported and as far as other editing software could be the cause, it still would have to show me the basic editing program to choose from like : Photo, Paint 3D or even snipping tool (that comes with Windows) but it doesn't, exacly as in Karl's vidéo.
And as for the workaround, yea thats just what you would do if the function wouldn't work, but if the function is there, it would be nice to have it working no?
