How to get Text to Speech to pronounce phonetics and all the individual letters sounds

I am developing a course for English learners and I need some way of getting the text to speech to pronounce phonetics that are taught in phonics. By this, I mean short vowels such as ă, ĕ,...
Have not read all the responses or comments yet, but I have had this issue and I just write out “ Letter A” then cut the letter portion to the how the letter sounds response. Understand this may not be apllicable if having to do multiple. Yet is a workaround for similar issue
