How to select Scorm 2004 3rd or 4th edition to publish
From the Publish button on the ribbon, select LMS/LRS and then change the Reporting and Tracking > Report to an LMS drop-down from SCORM 1.2 to SCORM 2004.
Click the (REPORTING AND TRACKING) button. On the Reporting and Tracking Options dialog, change the SCORM 2004 Edition from 2nd Edition to either 3rd Edition or 4th Edition.
Note, before selecting 4th Edition, make sure your LMS can actually support it. Many, like Saba for example, do NOT support 4th Edition; they either only support up to 3rd Edition or they "gracefully" present 4th Edition content as 3rd Edition.
This message was 3 years ago. Saba does now support 3rd and 4th edition. We don't use it but it has been changed.

Unless something changed recently and Cornerstone/Saba didn't announce it, Saba still only supports the 2nd and 3rd Editions of SCORM 2004. There is a setting on the Admin side which will treat SCORM 2004 4th edition as 3rd edition at import, with the following caveat: "Features common to 4th and 3rd editions will work fine. Features specific to 4th edition will not work."
Since Cornerstone will be sunsetting the Saba platform at the end of 2027, I do not expect them to suddenly deploy full support for SCORM 2004, 4th Edition.
