How to uncheck "Prevent the user from clicking on the other layers"

I was having this same issue, but figured it out.

It might be happening because the feedback master is set as "dialog," which automatically forces the checkbox to be checked. Try changing to "layer" within the feedback master and unchecking the box, and see if that helps.
