Hyperlink / URL changes after publishing

I am currently experiencing this issue. After publishing a course with a link to a resource on our intranet, it changes this piece of the URL "%2F" to "/" which breaks the link. The weird thing is that I have this resource in the "Resources" page of the menu and separately on a slide. The links are exactly the same in the source file (and they both work), but after publishing, it's only changing the URL in the Resources section of the menu. The slide URL is not changed. Any ideas?
