Hyperlink TO a section in a Rise document from outside the Rise document

Can I hyperlink into a Rise document directly to a specific section?  In other words, can I create a link to a section in a Rise document and use it outside the Rise document to provide direct access to that section, without starting from the top and scrolling to the section in the TOC and clicking that link?
