From discussions I've seen in the community, the answer is "yes." You can revert to an earlier version of Storyline and still open files that were created with a later version.
Caveat: This isn't true in absolutely every case. If you create a file that uses new features, a previous version of Storyline that didn't have those features won't be able to open the file. (examples in the past: Dialog layers, upgraded text)
You could always re-update to the latest build if necessary, so it seems worth a try to revert to the Feb. 3 build.
