imsmanifest

Hello,

We have recently switched to Oracle LMS and were advised (among other things) to change the imsmanifest to true so that the course doesn't accidentally switch to completed just because a learner closes it.

imsss:deliveryControls tracked="true" completionSetByContent="true" objectiveSetByContent="true"

The issue is that we see it in some manifests twice and are not sure if we need to change both or just one.

We did change both but when we go back in, we see the first one remained true and the second one flipped back to false.  Any help or advice would be appreciated.
