No. You can't prevent someone from doing certain kinds of edits.
I suggest you screen capture the Menu before you give her the .story file to edit. That will give you the list of slide titles in order. You can check her edited file against that list to see if she moved anything accidentally.
If some slides are in a different order, ask her if she meant to move them. Perhaps if you ask that enough times and the answer is always "no," she'll realize she needs to be more careful when editing the slides. 😄
