Interactive YouTube videos
I see how to create interactions (pop ups; pause for questions; hotspots; etc.), but is there a way to add interactions to a webhosted video, such as YouTube?

Storyline 360 does have an option to publish a course as an MP4 video file. But MP4s aren't interactive, so unfortunately any interactions in your course will not function in the video.
That said, if you're considering using YouTube simply because you need your course to be hosted online instead of an LMS, there is another option: publishing your course for web distribution.
Unlike publishing to video, courses published for web maintain all the interactivity you included in your project. There are a number of free and inexpensive web server options to choose from (this article has a few suggestions to check out) and the process for setting up a course this way is quite simple.
