We experienced the below issue for iOS device as follows: On iOS device, the screen reader (VoiceOver) starts reading the content from top to bottom in one go when any layer popup opens. This cannot be controlled as it is part of the published files framework/template. Can you please look into this issue and help us fixing the same.

What Storyline update are you running? You can find this detail by clicking on the Help tab, then About Storyline. Are you comfortable with sharing a sample slide? Thanks Lauren, I have already checked the prevent the user from clicking the base layer option but still Screen reader read pop up content in one go. Please check the attached screenshot for your reference

This sounds different from a basic Focus Order problem. I'd test the layer on the published course with VoiceOver and check whether the same behavior occurs on both a normal slide layer and a master-slide layer.

I'd also record the iOS, browser, and Storyline versions. If VoiceOver consistently reads the entire layer when it opens despite the expected setup, that may need to be treated as product behavior rather than something to fix by repeatedly changing Focus Order.
