Is there a reliable way of making scrolling panels work?

Have you tried making sure that the cursor is entirely within the panel before releasing it?
Have you tried dragging the object into the panel on the timeline? Have you tried holding your mouth the same way I hold mine? I've not experienced what you describe, so I can't test any solutions.
