I have an issue here. I never had Articulate Localization, never tried it. All of a sudden, when I open a file that worked perfectly fine before, I have the message.

I understand how concerning it is to suddenly see this message on Storyline files that were previously opening normally.
I can confirm that several customers in this thread are already actively working with our Support Engineers in individual support cases, and the team is continuing to investigate further.
