One other thing you might try: Turn off the navigation headers. Instead, use a button block at the beginning and end of each lesson where needed to jump to the previous and next lesson.

Navigation has been turned off completely:
However, when a learning scrolls upwards at the start of a new chapter, the option to go back to the previous chapter appears:
When they do click to go back to that previous chapter, they are suddenly locked in that previous chapter and can't continue because 'chapters must be completed in order'.
