Jittery videos, black border lines in Chrome

Hello Joe,
thanks for your quick responses - it occurs on all platforms, be it LMS or webserver, or launched from the hard disk. Latest version of Chrome is installed. Incognito mode does not help. Removing the video does, only videos are afflicted.
