Yes, I've done that. I've even added 'pause timeline on this slide when timeline ends on this slide'. no good. I'm using the Modern player. This slide is a video.
Update: adding the trigger 'pause timeline on this slide when video completes' fixed the problem. I use all videos in this program. here's the 360 link...

Even with the timeline paused, video completion can still mark the slide complete if the LMS/player is allowed to do so.
This is a newer Storyline behavior (and it’s maddening).
