Labeled Graphic Going Behind Next Block

Hi all,

I've searched the forum with no luck. We have an issue that is happening only sometimes. The pop-up from a labeled graphic is going behind the next block so learners can't read it. I know our labeled graphic is narrow and the pop-up is quite long, but this isn't happening every time we use this particular graphic. 

The issue does not appear in the editable course file, but it DOES appear in Review360 and when published and placed in our LMS. We've been able to replicate the issue on multiple browser types. 

I'm trying to understand why this might be happening and how to mitigate it since this graphic is used across multiple courses in a curriculum and it seems very random how it sometimes is hidden and sometimes not. Any ideas? Apologies for the blurred image but trying to protect proprietary information.
