This sounds like a fascinating project! There's a lot of very different, but all very good, ways you could make this idea work in Articulate 360 (and I imagine the community will have some useful insights on the approaches you could take).
Your first question does have an easy answer though. Both Storyline 360 and Rise 360 can cover your needs for courses that work beautifully on both PCs and mobile. Rise 360 content is inherently responsive and the Storyline 360 responsive player responds to the screen size and orientation of any mobile device for the best viewing experience. With Storyline 360 you just want to make sure you're using the modern player.
As for which of those two options is best for this project, one deciding factor could be the specific kinds of interactions you want to create. If the Rise 360 interactions cover your needs, it might be the best option since it's so fast to create courses in. But if you need custom interactivity and a more immersive learning experience, then Storyline 360 could be the better fit.
