Launching an app with Open URL/file trigger

Is it possible to launch an app that is downloaded on my laptop with an Open URL/file trigger? I've been trying to launch an application that my company developed and keep getting an error that .lap files cannot be opened. The trigger allows me to download the .exe file to my internet browser but when I attempt to open it I get stuck with the .lap error.

I tried publishing as a web object but the app isn't cloud-based and lacks an index.html file.
