Layer always on top

An Example of this issue,
if I have a custom navigation menu and when user click button to show this menu it should always be on top of everything.
Issue
if we have a new layer appears while the menu is opened the content of this layer will be on top of the menu which is not correct
When I create a custom menu I hide the layer it is on before jumping to the relevant content. This avoids the event that the content sits above the menu.
