Learner record voice and save for playback later
Are there likely to be any user-facing recording features in Articulate 360 or Storyline 3 in the future?
Also, does anyone have any new recommendations for ways to embed user-recording options in their Storyline files?
If mobile isn't required, are there threads where people have shared their JavaScript solutions?

Based on the standards, that are available in common learning management systems for Articulate to communicate with (mostly SCORM and xAPI), this is rather unlikely. Both do not provide an interface for courses to upload audio data into the LMS.
From what I read about it, it would be possible to do something like this with the new cmi5 standard, but you would be hard pressed to find a lms that already supports it, so I suppose companies like articulate will not want to waste their resources on features that might not work for most users for a long time.

I don't think this was the reason for the request. Self-assessment is powerful and to enable the learner to reflect on audio they create is a very useful technique for certain topics, including learning a language. SCORM or xAPI doesn't influence a function like this nor is any interaction with a learning management system necessary to pull it off.
