Hi,
The LMS (SCORM Cloud) can not read the value of the course duration from meta.xml file.
I contacted the support team, they said that the course duration must be in metadata.xml or imsmanifest.xml.
How can I solve this issue?

I can help you with this. Duration in Storyline LMS output is mentioned in meta.xml and imsmd_rootv1p2p1.xsd only. And i also tested my one of the sample courses and its showing timing, please see attached screenshots for your kind reference.
May be there is a problem with your output files. Please check or share with me so that i can help it out.

Articulate Support Team specified it as an issue in SCORM 2004 4th edition only. They advised me to use SCORM 2004 2nd or 3rd edition till they fix the issue.
