Looking for a low cost LMS for Non-Profit

We are looking for a low cost LMS for a client that is a non-profit, humanitarian organization.  We want to start small (100 users) and grow larger over time. Ideally it would be great if it was able to handle multiple languages (arabic etc.)

Recommendations?
