Marking time in a video and leaving a comment

I am working with a Subject Matter Expert to try to add interactivity to their lecture. I would like to create a storyline video where they can click on the video and type in their commen...
This exact feature is built into the Storyline REVIEW portal. Upload the video there, in its entirety.
Then send the video URL to your SME. They can play the video and stop it at any point they want and leave a comment in the right side-panel. The comments will be time-coded and even show you a thumbnail of the screen where they paused.
