Example - Point 1 works but point 2 and 3 doesn't work even though I have made them into button set.

When you have the Point 1 layer active, there are no assigned triggers to display both the Point 2 and Point 3 layers. Please see the screenshot here:
You'll need to add triggers like this one to achieve your desired effect:
