Navigation Tabs on Layers
I am sorry - I have no idea why the images will not present. See the attachments now andthanks for your help (and patience).

This is a bit cumbersome but does show the issue. On the first image, the base layer, the first button is highlighted in yellow as it is the first tab. The second image is that of one of the layers, showing that original tab in yellow outline. Is there a way to turn off tabs on the layers that are needed in the base layer but not needed in the subsequent layers?

So your images attached this time Don. So I am still trying to piece together what you are looking for, but I think this is it. When you are on a layer and want to hide something on the base layer, simply turn down the Base Layer Objects in the Layer timeline. You can turn on and off the base layer objects simply by clicking the eye on or off. This will affect this layer only and how the base layer objects are seen. You can do this for each layer. I do it a lot for text boxes that change base off of what layer the user is on. Hopefully this helps and is what you are looking for.
