The behavior of layers and buttons should be the same in Storyline 360 and the published output. Have you tested your course in another LMS to see if the behavior is different when hosting the course in another LMS environment? I'd recommend testing your course in SCORM cloud.
If the behavior is still the same in SCORM cloud, I'd recommend sharing your .story file with our Support Engineers in a support case so they can troubleshoot your file.
