Not starting on Starting Scenee

I created a home menu for my course after creating all the scenes/sections of the course. I assigned the menu as the "starting scene", but every time I test the course in preview mode it keeps starting on Scene 1 rather than starting on the menu which I have definitely assigned as the "starting scene". Not sure how to fix this. See image below. The circled scene is where it keeps starting rather than at the menu screen at top.
