I'm happy to jump in! Because of the changes brought about by the removal of Flash, there isn't a built-in way in Storyline to view a course offline on a mobile device. You may want to consider a workaround suggested by one of our community members here.
I've added your voice to the feature request to allow offline playback on mobile devices, and you'll be among the first to know if it makes it to our feature roadmap.
