You could Start with a short lesson that ends with a button stack that offers the choice of which path to take. Have one button link to the lesson with videos and another link to the lesson with just text.
You'll have to decide how someone will complete the course. If everyone will take the same test, the lessons could end with a button stack linking to the Quiz. Otherwise, they'd probably have to link to a lesson that has a Storyline block with a completion trigger, so you could track completion with that.
You'll have to consider whether or not to keep the menu.
