Picture or Texture Fill option needed
I believe they desire to paint the background of actual text characters, as opposed to solid fill. I posted an example of how to do this a while back, but it is probably a bit too cumbersome for common use.

Thank you for providing the example. I reviewed it and it looks good. If we could keep it as straightforward as it is in the PPT, that would be ideal.

The easiest way to achieve this in Storyline currently is to Merge text with an image, as in this example. The difference between this and my other example is that here the text becomes an image and is no longer editable, but you get the same final visual result.

Yes. The options for that are limited to using the approach in my original example (JavaScript), or merging text with a solid shape to create a punched-out version and then masking the video with that new shape to give the appearance of video text.
