Player settings not updating
I have a project that I first had the NOTES tab turned on in the player and renamed as SCRIPT TO BE RECORDED. Now that that is is finished, I went to turn that function off in the Player, and the preview of the project in the PLAYER window shows it off. But then once published to review or my LMS, that SCRIPT TO BE RECORDED tab still remains.

I tried replicating the issue you reported using a new project file but I wasn't able to do so. Here's a quick look at how I renamed the Notes button to reflect the same text that you used:
Since the issue appears to be isolated to your project file, please try the following troubleshooting steps to see if they help address the behavior:
- Import your slides over to a new Storyline 360 project file
- Publish to a new Review 360 course and not to an existing one
- Reset your Player settings and recreate the player from scratch.
If the issue persists, would you be willing to share a copy of your project file here or in private by opening a support case so we can take a closer look at what's happening? We'll delete it when we're done testing!

Did first two and didn't work.
How do I do this? "Reset your Player settings and recreate the player from scratch." It did reset most of it when I reimported it,

I'm happy to chime in with a quick Peek recording of the process below. It will reset the Storyline player to the default, and you can apply your desired settings again. Sometimes, the player can be corrupted, causing erratic behavior, and resetting it can resolve the issue.
