Player Tab Order and Quiz Slide Layers Tab Order Restrictions

First the problem:  On a quiz question, someone using only the keyboard has to do a lot of tabbing to get to relevant things.  if I try to remove objects from the tab order, it seems to remove the wrong objects. If I try to change the tab order it doesn't seem to do the order I create.

What I have had some success with is totally removing objects.  I did go to the feedback master and get rid of the line on the feedback layer.  That prevents it from being a tab stop before the continue button.  On the individual slides, I got rid of the words "Correct" and Incorrect" to prevent them from being tab stops before the Continue button.
