POP-OUT PICTURE ON TOP OF THE VIDEO

Hi. I've an issue whereas the pictures that I've inserted on the hotspot layer- it didn't appear on top of the video. 

I've precisely followed the steps shown here- https://community.articulate.com/articles/add-interactive-pop-ups-to-videos but it still the same. 

I've also tried by the layers method, but it still the same tho. The pictures or the shapes just wont appear at the specific timing ive indicated at the timeline. 

Countless times of trials, but still couldn't figure out where is the root of the issue. Can anyone help me with this? Thank you so much.

    I followed the tutorial steps, using Storyline 360, and I was able to show the captions, so I made a Peek 360 recording of my process so you can check yours against.
