Can I make it a default that slide only advances by the user when improting poerwer point presentations?

There isn't a way to set the default 'Slide advances' behavior in Storyline 360, but you can quickly set this setting for multiple slides by highlighting the slides that you want to update and then changing the 'Slide advances' property:

I would add that you just make sure to do this in Story View. I recently panicked briefly when it didn't work for me, but I was trying from the Slide / Scene view :)
