Problem with Highlighting When Using Keyboard Controls/Accessibility

I'm having trouble with the highlighting of elements when using keyboard controls. Some elements highlight correctly, with a border around the entire element. See DRAG ITEM 3 in its selected state below.

Other elements seem to randomly decide to highlight only in the top left corner. See DRAG ITEM 1 in its selected state below.

It seems to occur randomly, and once it occurs, it is very difficult or impossible to get it to highlight the entire element. It does not seem to be related to the type of content that is in the various states of the button. it does it with vectors, text fields, pictures, etc. I can't figure out how to make it stop! Any ideas?
