If it is taking Storyline 360 30 or more seconds to become responsive, I'd say that the application isn't working properly in that case. If you're already working locally when making edits to your project, try doing a repair of your Storyline 360 installation to see if this helps.
If the issue persists, feel free to reach out to our support team by opening a case so we can take a closer look at what's happening.
