Hi Kellie,
As noted in this article, you'll need to be on the same team to share a question bank. The ability to share this with other teams is a feature we have requested from our Rise engineering team. We don't have an update yet on this but I will post here as soon as we hear more from our team about this sharing option for question banks with other teams.
